One of the best sessions at American Marketing Association's Higher Ed Symposium was given by Allison Maloney of Siena College (http://www.siena.edu/) and Brad Ward of Blue Fuego (http://bluefuego.com/). Called the 'Science of Higher Ed Facebook Pages' and it covered some key rules for getting to real engagement on Facebook. Here is my summary of this session:

1% Makes you a "Rock Star" for Ave Engagement.
1 per 100 fans engaged acitve and caring.

Photo rule: Post single photos instead of gallery's and let people engage.Posting Rule: Always post from Facebook and not thrid party tools or API's
